Seven in 10 students—at least two million kids—aren’t reading proficiently when they reach the fourth grade, putting them at serious risk of falling further and further behind in their education.
Reading intervention is the key to changing that. Reading intervention involves highly targeted and intensive reading instruction to accelerate the skills of students who are reading below grade level. And the research is clear on what’s needed to deliver reading intervention in schools successfully.
An effective reading intervention is systematic, explicit, and based on student data. It addresses the underlying reasons why students are struggling to read, using information from screenings and progress monitoring to determine precisely which skills students are lacking, and it provides opportunities for students to learn, practice, and receive feedback in one-on-one and small group settings.
According to researchers, here are three critical elements of effective reading intervention.
Evidence-based, data-driven instruction
Studies consistently find that reading intervention is most successful when it’s based on the “Science of Reading,” delivering explicit instruction in phonemic awareness, phonics, fluency, vocabulary, and comprehension. Effective intervention programs provide carefully structured and sequenced lessons and easily decodable texts rather than relying on teacher-created resources alone.
What’s more, students need instruction that is driven by clear insight into precisely which skills they lack. Diagnostic assessments and progress monitoring tools allow educators to target instruction effectively and also adjust their approach if needed before students fall further behind.
Providing evidence-based, data-driven instruction ensures that students receive the right instruction in the right sequence and at the right time.
High-quality learning materials
Using high-quality instructional materials helps ensure that instruction is aligned, systematic, and evidence-based—and research bears this out.
While technology isn’t a silver bullet, a recent meta-analysis of technology-based interventions for struggling readers found positive effects on reading outcomes. Digital platforms can help personalize reading intervention by adapting instruction to students’ specific skill levels. They also give students more opportunities to practice, with immediate feedback and features that make learning fun and engaging.
For instance, Reading Eggs from 3P Learning is used by more than 20 million children worldwide to improve their reading skills. Aligned with the Science of Reading’s five pillars of literacy, the program helps students build their skills with highly engaging activities and motivating rewards. As they complete online lessons and their skills progress, students earn golden eggs that they can redeem for other rewards.
However, many effective reading intervention tools aren’t digital at all. For instance, Foundations from Logic of English takes a structured approach to helping children understand the relationship between letters and sounds using scripted lessons, assessments, decodable texts, and paper-based games and activities. UFLI Foundations, from the University of Florida Literacy Institute, is a similar curriculum that includes lesson slide decks, decodable texts, homework sheets, and games and activities for additional practice.
Some experts recommend using a blend of analog and technology-based approaches. For example, phonics manipulatives can make reading intervention multisensory, helping students engage all of their senses (including touch and motor skills) as they learn the sounds that different letters and letter combinations make. Flash cards and word/letter charts also help children make connections between letters and sounds.
Research consistently shows the effectiveness of reading intervention is driven primarily by instructional quality and intensity, not by whether materials are digital or paper-based. Technology can enhance the delivery of intervention, but it can’t serve as a substitute for evidence-based instructional design.
Highly skilled educators
Perhaps the strongest conclusion from the research is that instructional materials are most effective when they’re used by knowledgeable educators. Studies of reading interventions repeatedly emphasize that materials alone don’t improve outcomes; instead, factors such as professional learning, teacher capacity, and fidelity of implementation are critical.
Teachers need training in how to apply Science of Learning principles in their classrooms, says Miriam Williams, professional development manager for 3P Learning. For instance, teachers need to understand how to modify their instruction for different student populations, such as those who are learning English as their second language.
“In Spanish, the letter ‘i’ makes a long ‘e’ sound,” she says, describing how students might have learned different letter sounds in their native language. “Unless they’re going to school to be a reading interventionist, teachers aren’t learning these details in their education courses.”
This is where training programs can help fill the gap in teachers’ knowledge. Even the best reading intervention programs and materials will have limited impact if educators lack training or if implementation is inconsistent.
